According to the Census Bureau's American Community Survey (ACS 2024 5-year), Sapulpa has about 22,570 residents. The median home was built in 1977, and 55.2% of homes were built before 1980, the highest share of the six suburbs on this site. The median value is $171,600, 65.6% of homes are owner-occupied, and about 97% of the city is in Creek County.
Older homes may still have original drain and supply lines, which a plumber can check with a camera inspection. See drain cleaning and sewer lines.
Bixby and Jenks buy their water from Tulsa. Sapulpa does not. According to the City's 2017 water quality report, Sapulpa draws surface water from Lake Sahoma, about 4 miles northwest of town, and Skiatook Lake, about 25 miles north, and treats it at its own plant. Ask the City of Sapulpa's water department which side of the meter is yours to maintain.
Winters matter too: NOAA normals at Tulsa International Airport show about 72 nights a year at or below 32 °F, and in February 2021 Tulsa hit −13 °F. See our guide to frozen pipes in the Tulsa area.
According to the City of Sapulpa's Building Inspections page, electrical, mechanical and plumbing permits are separate from the building permit and must be requested by contractors currently licensed by the State and registered with the City. Registration is $125 and runs July 1 to June 30, and working without a permit carries a minimum fine of double the permit and inspection fees.
The state owner exemption does not cover rentals, which are about a third of Sapulpa homes. Outside city limits, Oklahoma DEQ must issue an Authorization to Construct before a septic system is installed or modified. This is general information, not legal advice.

According to the City of Sapulpa, plumbing permits are separate from the building permit and must be requested by contractors currently licensed by the State of Oklahoma and registered with the City. Oklahoma's owner exemption covers plumbing an individual does on their own owner-occupied, single-family primary home. It does not cover rentals or houses bought to flip, so work on a rental generally needs a licensed plumbing contractor. In Sapulpa, the permit must be requested by a state-licensed contractor registered with the City. This is general information, not legal advice.
